At the Expo in Shanghai, presentations were given not only by countries, but also by selected cities. Bilbao was one of a total of 113 cities that was there with its own exhibition. In July 2009, NUSSLI was tasked with the structural implementation of the city's pavilion by Bilbao Promobisa S.A.
